Terms of Use (2025)

Access to and use of the eBox service are subject to the following terms of use ("Terms of Use"). You are kindly requested to read the Terms of Use carefully before making use of this service in any way.

By using this service, you explicitly agree to these terms. If you do not agree with these terms, please refrain from making any further use of this service. Activation of an eBox is possible from the age of 18 onwards, due to the fact that minors cannot receive registered mail.

The senders of the electronic messages are the users within the meaning of the eBox Act who make the messages available to the citizens who are the recipients.

On the one hand, the senders concerned form part of the public sector, the social security sector or the health sector.

If explicitly requested by you, you can also use your eBox to receive notifications from private-sector providers of qualified trust services, letting you know that a company or another person has sent you an electronic registered message. As soon as the service is available, you will also be able to receive electronic registered messages from companies or other persons directly in your eBox via the private-sector providers of qualified trust services.

 

1. Purpose and content of the service

The eBox service is provided to you by the Federal Public Service Policy and Support, Directorate-General for Simplification and Digitalisation (“DG Simplification and Digitalisation”)

eBox is a service that enables government bodies to securely exchange electronic messages with citizens.

Electronic communication via eBox provides a high degree of information security and irrefutability.

You can choose to consult the messages in the eBox via the DG Simplification and Digitalisation (the My eBox portal and the mobile application myGov.be), via a private-sector service provider accredited by the government (e.g. Doccle, KBC or Trusto) or accredited by another authority (e.g. Burgerprofiel or IRISbox), which fulfils the same conditions. Each of these solutions must provide evidence that they are secure and professional and must protect personal data and communications.

3. Opting for the eBox

If you choose to use the eBox, you will need to register. You will be required to explicitly consent to receive messages electronically from connected senders. You must be aware that after choosing to use the eBox, you will no longer receive certain documents on paper. You must be aware that the exchanging these messages electronically will result in the same legal effects as exchanging the messages in paper-based formats.

You can find the most recent list of senders in your personal eBox at any time.

You can withdraw your consent to receive messages electronically. If the DG Simplification and Digitalisation becomes aware of your death (by means of an extract of the death certificate or via the authentic source), the DG Simplification and Digitalisation will withdraw your consent.

You agree to consult your eBox regularly, either directly or via your chosen service provider.

To make use of the eBox, you will need to sign in via CSAM using the secure digital keys provided there or using a system with an equivalent level of security offered by your chosen service provider.

The DG Simplification and Digitalisation and its connected senders may use your contact details, as entered by you when registering for the eBox, to contact you in connection with the service provided. Once you have given your consent, they may use those details to notify you whenever new messages are available to you. They can use those details to send you a reminder if you don't read the message.  The DG Simplification and Digitalisation may use those details to contact you if you have not used your eBox for a long time and may deactivate your eBox if you have not used it for 12 months. You will then receive your messages on paper again.

You can opt in to using eBox again at any time.

If a message to you is available in the eBox, the DG Simplification and Digitalisation or your chosen service provider will send you a notification via the channel you have selected. The message itself will remain available via the eBox for a limited period of time determined by the sender and will then be deleted.

The DG Simplification and Digitalisation, connected senders, the selected service provider or the authorities will use your National Register number to correctly identify authenticate you when using the eBox.

You can choose one or more service providers in order to consult your eBox.

If you choose the DG Simplification and Digitalisation's My eBox portal to consult your eBox, it will also be automatically available in the DG Simplification and Digitalisation's mobile app myGov.be if you choose to install it. If you withdraw your choice for My eBox, your eBox will also no longer be available in the DG Simplification and Digitalisation's mobile app myGov.be.

To receive notifications from private providers of qualified trust services informing you that a company or other person has sent you an electronic registered message, you will need be able to give consent separately and withdraw it again. You will then be able to pick up the electronic registered message itself from the provider of qualified trust services.

Once the relevant articles of law have come into force, you will also be able to choose to receive electronic registered messages from companies and other persons directly in your eBox via the My eBox portal or via the mobile application myGov.be or via the other service provider of your choice as soon as it meets the applicable conditions. You will also need to give and withdraw your consent separately for that purpose.

 

4. Transmission and receipt

The time of electronic transmission to the addressee shall be the time at which the sender has entrusted the message to an information system for the electronic exchange of messages in a manner that no longer allows the sender to revoke or alter the message.

The time of electronic receipt by the addressee shall be the time at which the message is accessible to the addressee.

The DG Simplification and Digitalisation will make available information regarding the times when system failures prevent transmission or receipt so that this information can count as evidence thereof and can be relied upon by all interested parties as proof of force majeure.
 

5. Liability

Messages available via this service are delivered by senders connected to eBox. They are responsible for the content of the messages they deliver via eBox.

The connected senders will make considerable efforts to ensure that the messages delivered are complete, correct, accurate and up to date. The connected senders are responsible for the content of the messages and for choosing the correct recipient of the message. Despite these efforts, inaccuracies may occur. If the messages or documents provided contain inaccuracies or certain messages are unavailable, efforts will be made to correct this as soon as possible. If you find any inaccuracies in the messages provided, you can contact the sender concerned at any time.

The DG Simplification and Digitalisation will endeavour to use all reasonable means to secure the service and to limit as much as possible any inconveniences caused by technical faults. The DG Simplification and Digitalisation is responsible for making the messages available to the addressee at the request of the sender. However, the DG Simplification and Digitalisation cannot rule out the possibility that erroneous technical actions or unauthorised interventions may take place. For these reasons, DG Simplification and Digitalisation cannot guarantee that access to the service will not be interrupted or will not otherwise be disrupted by such problems. Should any technical problems occur, you can contact the DG Simplification and Digitalisation at any time.

DG Digital Transformation expressly reserves the right to interrupt access to eBox, at any time and without prior notice, in order to detect or suppress potential cases of abuse or fraud or to rectify technical or operational faults.

In the event that the DG Simplification and Digitalisation establishes, or may reasonably suspect, that eBox holders are failing to comply with the conditions relating to eBox, the DG Simplification and Digitalisation may deny them access to eBox at any time.

The DG Simplification and Digitalisation also cannot be held liable under any circumstances for direct or indirect damage arising from the use of this service or from the messages made available.

If you use a data access service offered by a service provider that accesses the eBox, the service provider will be liable for that service.

If you have chosen to receive a notification from DG Simplification and Digitalisation or your chosen service provider to inform you that a message is available in your eBox, you will be sent a notification at the time that the message is available to you. However, neither DG Simplification and Digitalisation nor the chosen service provider can guarantee that this notification will reach you. The DG Simplification and Digitalisation takes measures to verify the quality of your contact details.

 

6. Exchanging of messages

This service allows citizens to receive and, in some cases, reply to messages. In order to do that, you must first be registered.

The messages provided by the senders via eBox will continue to be available via eBox for the amount of time stated by the senders. Once that period of time has elapsed, you can refer to the body that sent the message to continue consulting the messages.

Using eBox in any way that might disconnect, overload or impair the service, or adversely affect the user experience of another user is prohibited.

7. Changes

The DG Simplification and Digitalisation reserves the right to amend the Terms of Use at any time. The DG Simplification and Digitalisation will inform you about this. It is your responsibility to regularly review the applicable terms yourself. These Terms of Use were most recently amended and revised on 17 June 2025.

8. Protecting your personal data

The DG Simplification and Digitalisation respects your privacy. Your details and data will be handled in a confidential manner. For more information, please consult the Privacy Statement of the DG Simplification and Digitalisation and possibly those of the accredited service providers or those of the private providers of qualified trust services.

9. Applicable law and applicable court

These Terms of Use and the Privacy Statement are governed by Belgian law. By using this service, you agree that, in the event of a dispute, only the courts and tribunals of Brussels shall be competent.
